Governing and managing change
Implementation and delivery will operate on the basis of distributed leadership outlined in the Strategic Plan, working closely with Leadership Group, in the context of collective UEB direction and consistent change management processes. Change will be overseen ultimately by UEB. However, all projects will be subject to scrutiny by the Change Sub–Group of the Planning and Change Board. This will ensure that University resources are being properly managed and utilised and that we have the time and capacity to deliver.
Level 1: all implementation and governance flow from the Strategic Plan and the KPIs set out in it.
Level 2: UEB takes a clear role as the strategic oversight body, based on collective responsibility for strategy implementation rather than individual portfolio responsibilities. Direction and decisions on strategic implementation come from here, with input and advice from relevant colleagues.
Level 3: The Change Sub-Group of the Planning and Change Board has an overarching role across all programmes and projects across the institution, including those generated by UEB as part of strategic implementation. This ensures consistency and rigour in our change management standards and processes, including management of finite resources and capacity to deliver initiatives and the timelines for doing so. It also:
- means that all new change projects are considered alongside the requirements of the existing change activities;
- improves consistency and alignment across the strategic principles and UEB portfolios.
Where new strategic projects or programmes arise, they would either:
- fit at level 4 above where they are significant in size, scope and interdependencies, with an appropriate governance group to provide oversight and direction of implementation, subject to UEB direction and Change Sub-Group approval, OR
- be incorporated into business as usual work where they are small and discrete in nature with limited interdependencies, subject to Change Sub–group approval that effective change management and appropriate governance are in place.
